Search phishing templates

/api/api_gateway/customer/templates/phishing/search/

Look the account's phishing templates up by name or description, instead of paging the whole catalog and filtering client side. Same scope, same response shape and same pagination as the catalog listing, with a mandatory search term on top of its optional language and level filters.
